The proper maintenance of commercial or public swimming pools is crucial and as a result is
under the purview of the Florida Health Department and regulated by a myriad of rules contained in Chapter 64E-9 of the Florida Statutes.
Regulation of public swimming pools is considered to be an imperative and necessary effort by the Florida Health Department in an attempt to help
to maintain safer and healthier swimming pool environments for all our Florida citizens and our many visitors from around the world.
A public pool is defined as, but not limited to, one that is operated by camps, churches, cities, care centers, group home facilities for eight or
more clients, health spas, schools, subdivisions, cooperative living-type units of five or more apartments, hotels, mobile home parks, motels,
recreation parks, townhouses and condominiums.
The chemical maintenance of swimming pool and spa water can be a fairly complicated balancing act. The most important and necessary aspect of
appropriate management is the maintenance of a sanitizer residual at a level sufficient to protect swimmers from the incursion of possibly harmful
bacteria and virus.
The Health Department's regulations and code are explicit with regard to the public pools operational requirements and also the credentials required
of the individuals responsible for the day-to-day maintenance of public swimming pools. The code provides that the owner of the swimming pool or his
direct employee may maintain the facility without proof of competency or certification. However, this loophole is being carefully scrutinized by
trade associations, the Florida Legislature and Health Department and may soon be subject to change. Otherwise the maintenance operator must have
verifiable training and hold a Public Pool Service Technician Certification, unless licensed as a Certified Swimming Pool Contractor under Chapter
489 of the Florida Statutes.
The World Health Organization (WHO), the Center for Disease Control (CDC) in Atlanta Georgia , the National Association of Swimming Pool
Professionals and the Florida Swimming Pool Association are all advocates for the use of Oxidation Reduction Potential (ORP) technology, which has
been demonstrated to be the most trusted technology in maintaining swimming pool water available today. Continuously monitoring pool water with
ORP controllers that activate chemical feeders as needed, 24/7, is effective in the instantaneous inactivation of viruses and other pathogens,
including the dreaded e-coli and cryptosporidium parasites responsible for many of today's recreational waterborne diseases. In fact Chapter 64E-9
mandates the installation of this equipment on Public Spas.
In practical terms, Oxidation-Reduction Potential technology is a measurement of the sanitizer's (chlorine) capacity to oxidize contaminants
in swimming pool and spa water. ORP technology is a comprehensive monitoring and testing method, resulting in a conclusion that takes into account
several important water chemistry parameters that influence the overall safe condition of water.
The goal of course, of water management, is to render organic contaminants harmless through the process of oxidation. The other parameters in pool
water which interfere with complete oxidation are - an insufficient or combined level of the sanitizer itself - incorrect pH - a high level of Total
Dissolved Solids - and a higher than recommended level of cyanuric acid. All these affect the ability of the sanitizer to oxidize and diminish the
efficacy of the sanitizer present in the pool water.
Different than the testing of the sanitizer level with the standard DPD or OTO test reagents normally used for test purposes that simply indicate
the quantity of the sanitizer present, Oxidation-Reduction Potential is a measurement of the quality of the sanitizer and as such much more of an
indicator of its efficacy.
